The foster care system in Austria is subject to constant development. However, the expansion of services for foster children is implemented differently on a federal level since each federal state promotes the advancement of this field in its own manner. This master thesis deals with the current situation of the foster care system in Carinthia and discusses perspectives for a possible future trend. A first theoretical approach presents the legal frameworks of foster care in this federal state, based on key definitions. Additionally, various types of foster placement and federal state specific offers and models of foster parent support are described. Another point discusses the on-going challenges in foster care, which apply to all its participants. The theoretical approach concludes with a professional discussion of important current developments in the field of foster care.The subsequent empirical analysis is based on expert interviews, conducted with social workers from selected Carinthian youth welfare services. The research questions deal with the current situation, occurring problems and possible improvements in the foster care system of the reviewed federal state. The results are then combined with the theoretical parts of the paper to a final interpretation in order to deduce perspectives for further development of foster care in Carinthia. The results illustrate, that first steps in the advancement of foster care in Carinthia have already been taken, but that there is still need for improvement in several fields. The social and financial appreciation of foster parents combined with the creation of an organizational framework seem to be essential in this matter.
