The topic of this thesis is a presentation of the Graz Ordnungswache in terms of legal doctrine with regard to its demeanour towards subjects of norms. At the beginning of the thesis, police administration in the broadest sense is defined by a reflection upon both constitutional and competence law. The thesis focuses on the description of the legal constitution of the Ordnungswache, particularly with regard to tasks, authority, and legal protection. In addition, the following issues, amongst others, are addressed: (i) the legal admissibility that Ordnungswache is privatised; (ii) the legal admissibility that only Austrian nationals are accepted to serve in the Ordnungswache; and (iii) the right to make use of weapons. Furthermore it is covered whether the Ordnungswache is a constabulary, since, with the exception of federal constabularies, the foundation of such in Graz is not allowed.
